Gathering Data and Outreach
RCI supports Mono LAFCO in the update of Municipal Service Reviews for a total of 15 utility districts, fire protection districts, and mutual water companies with stakeholder outreach and data collection. RCI is evaluating, compiling, and reviewing existing facilities, organizational and management structures, financing, service area boundaries, current/ongoing projects, and long-term planning documents for each district.
Special Districts Needs Assessment
This Needs Assessment is directed at reducing barriers to housing production, with a focus on providing adequate public services for inventoried sites of the Housing Element supporting moderate and low incomes. Analysis includes organizational and infrastructure needs.
Capacity Improvement Plan
Phase 1 includes a summary report of existing conditions and capacity of Mono County special districts providing water, sewer, and fire protection services. Phase 2 includes a special district Needs Assessment Summary Report for Bridgeport, Crowley Lake, June Lake, and Lee Vining, including opportunity sites. Phase 3 includes a Capacity Improvement Plan for the focus communities and opportunity sites identified in the housing element and county-wide recommendations on capacity issues, as well as housing opportunities for community water and sewer systems.
